New Delhi, Apr 6, 2008 (PTI) Tamil Nadu and Himachal Pradesh
have topped the list of states in enrolling students at
primary and upper primary levels, according to a survey by an
industry body.
The study by Associated Chambers of Commerce and
Industry of India (ASSOCHAM) said Mizoram, Manipur, Goa,
Tripura, Kerala and Gujarat followed Tamil Nadu and Himachal
Pradesh in the Gross Enrolment Ratio (GER) of 2006-07.
While Tamil Nadu has a 100 per cent enrolment ratio,
Himachal is close to the cent per cent mark.
Delhi, the national capital, has ranked 17 in this
list, a notch below the previous year.
The findings are based on the data of 2006-07, sourced
from the Central Statistical Organisation and Delhi
Government.
Uttar Pradesh, Madhya Pradesh and West Bengal were
ranked below 20 in the list and their enrolment at primary and
upper primary levels stands at around 80 per cent.
GER, which analyses academic enrolment, provides a
rough indication of the primary, secondary and tertiary level
of education among residents in any region.
It is considered as one of the basic indicators of
Human Development Index (HDI), which measures wide-ranging
social indicators for countries worldwide.
India ranks 128 out of 177 countries in the HDI
ranking done by United Nations.
"Government focused more on improving the physical
infrastructure such as roads, telecom, construction and real
estate while neglecting educational infrastructure. The
priority (to education) has been the most negligible," the
ASSOCHAM study said.
The Chamber has urged asked all state governments to
concentrate more towards creation of primary and upper primary
schools to boost up enrolment ratio.
India's global ranking of HDI would improve from
current 128, when the students have access to basic education
and are motivated to go beyond upper primary levels and
improve their living standards, it added.
